But the chilly relationship between banks and small businesses looks to be thawing, according to report released last week by the Federal Reserve. The survey of senior loan officers showed that banks have eased lending standards for small businesses for the first time in nearly four years.

Title : Dallas hospital to replace aging facility with green structure
A new green hospital will replace Parkland Memorial Hospital's aging facility in Texas.
The hospital's board this week approved almost $100 million in construction contracts for the hospital, which will cost an estimated $1.27 billion. Architectural firms HDR Architecture and Corgan Associates received a $44 million contract to design the structure, and four companies will share $46 million to manage the project. Hospital officials say they want the design to incorporate techniques promoted by the U.S. Green Building Council.

Title : Corps opens bidding for Michigan superlock contracts
Marine contractors are currently bidding on two contracts related to a new superlock in the St. Mary's River in Michigan. The federal government is expected to fund the $17 million needed for the first two phases of the $490 million project. Army Corps of Engineers officials expect construction of cofferdams downstream and upstream from the superlock to start in June. The Corps will also issue a contract to dredge the downstream channel area.

A proposal to cut $400 million in transportation funding from the Florida budget could stall plans for a 61-mile commuter railroad.
The Florida Senate Transportation and Economic Development Appropriations Committee recently approved the line, which is dubbed SunRail. Officials say a $400 million cut would leave no funds available for the project.

The GSA's ambitious green facilities initiative is focused in three areas, totaling $5.55 billion:
$4.5 billion: Federal building conversion to high-performance green spaces
$750 million: Federal building and courthouse renovations
$300 million: Renovation and construction of land ports of entry
Projects are to be funded throughout the 50 U.S. states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands.

Upgrades to the nation's aging infrastructure will cost approximately $2.2 trillion, according to a new report by the Urban Land Institute and Ernst & Young. The authors of the report recommend better coordination of funding and planning for infrastructure projects. They also support President Barack Obama's plan to create a American Infrastructure Bank designed to encourage public-private partnerships and attract more capital for infrastructure projects.

The economic-stimulus package will pay for a $121 million upgrade to the landmark 50 United Nations Plaza in San Francisco. The federal office building, which has been vacant since 2007, will receive new windows, a seismic upgrade and new electrical, heating and plumbing systems, among other things. When the modernization project is complete, the building will also comply with the Americans With Disabilities Act.

The Louisiana Gaming Control Board has given Pinnacle Entertainment more time to build new riverboat casino projects in two cities. Pinnacle said it needed the 150-day delays for the projects in Baton Rouge and Lake Charles because interest rates are too high for the projects to be financially viable. Meanwhile, casino operators Wynn Resorts and Las Vegas Sands said the economic downturn has prompted them to amend the terms of credit agreements with lenders.
